ICASA publishes RF spectrum assignment plan

20 May 2015 News

The Independent Communications Authority of South Africa (ICASA) has published an outline for regulatory and technical conditions on the use of radio frequency bands.

The Radio Frequency Spectrum Assignment Plan (RFSAP) provides conditions and the requirements attached to the use of a frequency band in line with the allocation and other information in the National Radio Frequency Plan (NRFP). These conditions include technical characteristics of radio systems, frequency channelling, coordination and details on required migration of existing users of the band and the expected method of assignment.

Following extensive public consultation and engagement with stakeholders, the Authority also completed the revision and is publishing the final radio frequency spectrum regulations. These regulations establish a framework through which it may allocate and assign radio frequency spectrum under the South African table of frequency allocations; establish standard terms and conditions which will be applicable to all frequency bands and applications as well as radio frequency spectrum licences; and establish a fair, transparent and efficient process and procedure for radio frequency spectrum licence applications.
