One of the reasons a surface mount EMI filter does not give as good an insertion loss as panel mount types at high frequencies (100 MHz to 1 GHz), is that the interference (EMI) on the track leading to the filter can radiate, and then be picked up on the track leading away from the filter. It bypasses the filter.
One way to overcome this is to feed the output track through the PCB close to the filter. An internal ground plane then provides the shielding to prevent any radiated interference being picked up on that track. In this way excellent low pass filtering can be achieved to 1 GHz or higher.
